Destroying Sculptures of Muhammed

This month, Denmark's police foiled a terrorist plot to murder Kurt Westergaard, the cartoonist who drew the strongest of the Muhammad pictures, prompting most of the country's newspapers to reprint his cartoon as an act of solidarity and a signal to Islamists that their threats and violence will not succeed.
This incident points to the Islamists' mixed success in curbing Western freedom of speech about Muhammad – think of Salman Rushdie's Satanic Verses or the Deutsche Oper's production of Mozart's Idomeneo. If threats of violence sometimes do work, they as often provoke, anger, and inspire resistance. A polite demarche can achieve more. Illustrating this, note two parallel efforts, dating from 1955 and 1997, to remove nearly-identical American courthouse sculptures of Muhammad.

Chief Justice William Rehnquist, however, rejected CAIR's pressure, finding that the depiction "was intended only to recognize [Muhammad] … as an important figure in the history of law; it is not intended as a form of idol worship." Rehnquist only conceded that court literature should mention that the representation offends Muslim sensibilities. His decision met with riots and injuries in India.

Only with a general overhaul of the building in February 1953, including its statues, did the public become aware of their identities. The Egyptian, Indonesian, and Pakistani ambassadors to the United Nations responded by asking the U.S. Department of State to use its influence to have the Muhammad statue not renovated but removed.
Characteristically, the State Department dispatched two employees to convince New York City's public works commissioner, Frederick H. Zurmuhlen, to accommodate the ambassadors. The court, Chief Clerk George T. Campbell, reported, "also got a number of letters from Mohammedans about that time, all asking the court to get rid of the statue." All seven appellate justices recommended to Zurmuhlen that he take down the statue.
Even though, as Time magazine put it, "the danger that any large number of New Yorkers would take to worshiping the statue was, admittedly, minimal," the ambassadors got their way. Zurmuhlen had the offending statue carted off to a storehouse in Newark, New Jersey. As Zurmuhlen figured out what to do with it, the Times reported in 1955, the statue "has lain on its back in a crate for several months." Its ultimate disposition is unknown.

First, pressure by Muslims on the West to conform to Islamic customs predates the current Islamist era. Second, even when minimal numbers of Muslims lived in the West, such pressures could succeed. Finally, contrasting the parallel 1955 and 1997 episodes suggests that the earlier approach of ambassadors making polite representations – not high-handed demands backed up by angry mobs, much less terrorist plots – can be the more effective route.
This conclusion confirms my more general point – and the premise of the Islamist Watch project – that Islamists working quietly within the system achieve more than ferocity and bellicosity. Ultimately, soft Islamism presents dangers as great as does violent Islamism.

Britain's Encounter with Islamic Law

Beneath the deceptively placid surface of everyday life, the British population is engaged in a momentous encounter with Islam. Three developments of the past week, each of them culminating years' long trend – and not just some odd occurrence – exemplify changes now underway.
Home Secretary Jacqui Smith describes terrorism as "anti-Islamic."
First, the UK government has decided that terrorism by Muslims in the name of Islam is actually unrelated to Islam, or even anti-Islamic. This notion took root in 2006 when the Foreign Office, afraid that the term "war on terror" would inflame British Muslims, sought language that upholds "shared values as a means to counter terrorists." By early 2007, the European Union issued a classified handbook that banned jihad, Islamic, and fundamentalist in reference to terrorism, offering instead some "non-offensive" phrases. Last summer, Prime Minister Gordon Brown prohibited his ministers from using the word Muslim in connection with terrorism. In January, Home Secretary Jacqui Smith went further, actually describing terrorism as "anti-Islamic." And last week the Home Office completed the obfuscation by issuing a counter-terrorism phrasebook that instructs civil servants to refer only to violent extremism and criminal murderers, not Islamist extremism and jihadi-fundamentalists.
Second, and again culminating several years of evolution, the British government now recognizes polygamous marriages. It changed the rules in the "Tax Credits (Polygamous Marriages) Regulations 2003": previously, only one wife could inherit assets tax-free from a deceased husband; this legislation permits multiple wives to inherit tax-free, so long as the marriage had been contracted where polygamy is legal, as in Nigeria, Pakistan, or India. In a related matter, the Department for Work and Pensions began issuing extra payments to harems for such benefits as jobseeker allowances, housing subventions, and council tax relief. Last week came news that, after a year-long review, four government departments (Work and Pensions, Treasury, Revenue and Customs, Home Office) concluded that formal recognition of polygamy is "the best possible" option for Her Majesty's Government.
Third, the archbishop of Canterbury, Rowan Williams, endorsed applying portions of the Islamic law (the Shari‘a) in Great Britain. Adopting its civil elements, he explained, "seems unavoidable" because not all British Muslims relate to the existing legal system and applying the Shari‘a would help with their social cohesion. When Muslims can go to an Islamic civil court, they need not face "the stark alternatives of cultural loyalty or state loyalty." Continuing to insist on the "legal monopoly" of British common law rather than permit Shari'a, Williams warned, would bring on "a bit of a danger" for the country.

MUST READ: SHOELESS GEORGE BUSH

When Dwight D. Eisenhower dedicated the Islamic Center in Washington, D.C., in June 1957, his 500-word talk effused good will ("Civilization owes to the Islamic world some of its most important tools and achievements") even as the American president embarrassingly bumbled (Muslims in the United States, he declared, have the right to their "own church"). Conspicuously, he included nary a word about policy.
Exactly 50 years later, standing shoeless, George W. Bush rededicated the center last week. His 1,600-word speech also praised medieval Islamic culture ("We come to express our appreciation for a faith that has enriched civilization for centuries"), but he knew a mosque from a church – and he had more on the agenda than flattery.
Most arresting, surely, was his statement that "I have invested the heart of my presidency in helping Muslims fight terrorism, and claim their liberty, and find their own unique paths to prosperity and peace." This cri du coeur signaled how Mr. Bush understands to what extent actions by Muslims will define his legacy.
Should they heed his dream "and find their own unique paths to prosperity and peace," then his presidency, however ravaged it may look at the moment, will be vindicated. As with Harry S Truman, historians will acknowledge that he saw further than his contemporaries. Should Muslims, however, be "left behind in the global movement toward prosperity and freedom," historians will likely judge his two terms as harshly as his fellow Americans do today.

In brief, it feels like "déjà vu all over again." As columnist Diana West puts it, "Nearly six years after September 11 — nearly six years after first visiting the Islamic Center and proclaiming ‘Islam is peace' — Mr. Bush has learned nothing." But we now harbor fewer hopes than in 2001 that he still can learn, absorb, and reflect an understanding of the enemy's Islamist nature.
Concluding that he basically has failed to engage this central issue, we instead must look to Mr.
Bush's potential successors and look for them to return to his occasional robustness, again taking up those difficult concepts of Islamic extremism, Shari'a, and the caliphate. Several Republicans – Rudy Giuliani, Mitt Romney, and (above all) Fred Thompson – are doing just that. Democratic candidates, unfortunately, prefer to remain almost completely silent on this topic.
Almost 30 years after Islamists first attacked Americans, and on the eve of three major attempted terrorist attacks in Great Britain, the president's speech reveals how confused Washington remains.
